Maybe I should put this in the form of a question.

How would I go about setting and executing policy that endangers the careers of people like Jay Rockefeller? Appointing Dawn Johnsen to OLC and Leon Panetta to CIA would be a good start, but how proceed from there, in such a way that Congress could not easily stop me?

I think the best tactic would be to give the spook types something else productive to do. Doing this in a way that didn't turn the new agency into a wholly-owned CIA subsidiary would be tricky, though.

In my answer I was more concerned about NSA. But your response to it reminded me of that other important, more specific bit, which is I want to eliminate Rockefeller and friends’ ability to cover up Bushist criminality.

Specifically on that subject the worse offender has been Nancy Pelosi, but with Bush out of office it would be relatively hard to find support in the country for impeaching him; Pelosi must feel she has dodged a bullet. So I’m thinking more of the people like Rockefeller who don’t, like Pelosi, cast phony nay votes but just come right out and vote yea for lawlessness.

(Besides which, the penalty for impeachment and conviction after retirement from office is so mild that it is unworthy of a murderer.)
