To the extent the federal government didn't fully do its job right, I
take responsibility," Bush said.
This is not an admission by Bush that he did anything wrong; he's
merely saying that he's the person nominally responsible for the
mistakes of others in the executive branch.
Somebody go ask Bush what he thinks he personally has done
wrong, other than trade Sammy Sosa or hire Paul O'Neill and Richard
Clarke.
Bush has said before that he's 'responsible'. When explaining the 16
words, for instance, or some stuff like that, Bush said he was
'responsible' for his words. But that's just reciting what it says in
his job description. It's something nominally true even if there
was nothing done 'wrong' by anybody. It's really not going any
further than a few days back when he said he wasn't satisfied with
the 'results'.
Update: I neglected to give a link to the fuller statement by Bush: http://www.talkingpointsmemo.com/archives/week_2005_09_11.php#006520
