Promises of spoils

Some questions for discussion:

Did Bush-Cheney promise Kenny Boy et al. that the DoD would seize, or "provide access to," Iraq's oil fields?

If so, will it ever be proven convincingly?

If so, will it be before November?

Unlike with the torture, there isn't a lot of incentive for Kenny Boy et al. to point fingers at Bush-Cheney. A soldier in trouble can claim to have acted under orders, and at least it will feel better to have spoken the ugly secret. Kenny Lay et al., on the other hand, if they pointed fingers, would be confessing to conspiracy to launch aggressive war. They wouldn't likely confess even if they were already in trouble for, say, fraud in California.
