Reports are saying to expect no more pardons from Bush. This supports my theory, which I had come to doubt, that Bush would go with the low-profile approach. The commutation of Lewis Libby’s sentence had me thinking that maybe Bush would risk a higher profile; though really the commutation was not powerful evidence of pardons to come. Bush was forced to do something, lest Libby start singing like a bird, to stay out of prison; but, in commuting Libby’s sentence rather than issuing a full pardon, Bush kept his profile fairly low. He even explicitly endorsed the guilty verdict, leaving Libby with a felony record.
